STATE 198 RULES (english)

Why doing this ? To let ALL people enjoy the game without getting bullied ! 😆

#1 You cannot do the following: (ALWAYS remember this !)

  • attack any settlement within their alliance zone. All others are fair game. The alliance zone is the safe zone.
  • zero any settlement. If they are untagged, it is likely they are inactive and this rule doesn’t apply.

Q : what is zeroing ?

A : zeroing is when you have attacked someone multiple times and they don’t have any troops left. This does not count if someone has troops out farming, camping, hiding or reinforcing. Troops have to have been “lost”, therefore killed and gone into enlistment. Hopefully this clears up any confusion.

#2 Kill Event
No rules except no zeroing active settlements. Untagged settlements don’t count.
Amendment added Dec. 3rd 2020:
State rules for capital clash, bunkers, and facilities still apply and are not affected by KE.

#3 Regarding war:
1) All matter must be solved diplomatically first. War is the last resort
2) There must be clear reasons for war. You can’t declare war for the purpose of gathering resources.
3) war must be declared publicly on discord and state chat
4) allies and sister alliances can be used in war
5) state events like fortress fights are exempt from war. Meaning you must abide by the event rules and cannot attack during these events.
6) war must end after 48 hours.

#4 regarding Farming :

1) There will be no tile hitting (attacking farms) at anytime whether it’s inside or outside of any hive.
1A) except during Kill Event (KE)
1B) except if a punishment requires it

#5 regarding movement of players for the purpose of winning Capital:
A) No “temporary alliance movement” one week before and one week after capital fight in/out of top 3 alliances (2 weeks in total). 👉🏼If any alliances that wins capital is deemed guilty by the state to breaking the voted rules above, for punishment the alliance & leaders (R5s&R4s) loses the the next capital rotation and they are skipped.

#6 regarding Tile hitting AND rushing to an already claimed tile:
1) First offence = resolve through diplomacy
2)2nd offence = resolve through diplomaticy. If unresolved, the guilty party (attacker) tiles/farm can be attacked for 24 hours. (announced in State Discord)
3) If the guilty party repeats the offence, the attacker is not covered by any state rules or receive state protection for 72 hours. (announced in State Discord)

Evidence of the tile/farm attacks must be shared in discord , including the conversations of the effort made to resolve this through diplomacy.
Offender´s alliance can not defend him/her after diplomacy has failed, if it does, State can get involve. State also can be involve if the offender repeats his actions 3 times or more (doesnt have to be againts same player/alliance).

#7 Rules about Capitol and Governor:
1) 4 way rotation: top 3 and the 4th rotation is open to everyone else to fight for without the top 3 fighting for the center
2) Governor can use the Honors as they see fit.
3) Governor Markings can only be used for the good of the state and not for personal gains
4) State buffs can be used during events that correspond with the buff. Monday Construction, Wednesday Training, Friday Research and Saturday Healing buffs
5) Governor powers “Enforced Eviction” ,”Rapid Finder” and “Prison Shackles” can be used as the governor sees fit. They can be requested by anyone in the state
6) Settlements sitting on the capitol tiles are protected from attacks 1 hour before , during and 1 hour after the capitol fight.
7) Each alliance can occupy only 1 corner of the current map with 3 settlements on each side of each Tower:

#8 Rules Regarding Fortress Fights :

  • No poll registration is required to attack a fortress.
  • Facilities are a free for all. Alliances can only occupy one (1)
  • An alliance can ONLY fight and/or gain rewards (Occupation or First Occupation rewards) for ONE Fortified Facility during the event (2)

# 9 Rules Regarding Bunkers Fights :

  • Top 10 alliances must sign up for the bunkers (Except for Bunker 11) They plan on fighting for using
  • Alliances may fight for (occupy) one bunker ranging from 1-10.
  • Alliances may fight for a 2nd bunker 11-12.
  • Top 3 cannot fight for bunker 12.
  • Settlements located on grey area surrounding bunkers and facilities are protected from attacks 1 hour before, during, and 1 hour after the event.

#10 SvS

State NAP (non-aggression pact) of 9 days (From the Saturday before the start of the SVS and until the end of the SVS event) excluding the following:

  • untagged settlements
  • HQ 15 and below that are on capital tiles.
  • known spies
